Günter Clar has a 30 year, broad professional record in the fields:
- Research and Innovation (R&I), Higher Education Teaching
- R&I&Ed-policy and -programs incl. TT & Knowledge Managmt.
- Regional / Urban Development, System Diversification and, methodologically in,
- Strategic Planning/ Techn. Roadmapping /Impact Assessment /Foresight and Evaluation
Key feature is bringing academia, industry, government and civil society together (Quadruple Helix), with sustainability in its societal, ecological and economic dimensions as underpinning objective, including the competitiveness of companies, organisations or ‘territories’ (cities, regions or countries), as well as the citizens’ quality of life.
After academic assignments and industry work in Europe, the Americas and Asia, he focused on policy and strategy development in Germany, as well as in various bi- and multi-lateral settings: inter alia, in the European Commission’s DG Research & Innovation, and collaborated with other DGs (e.g. REGIO, GROW, Education & Culture), Committee of the Regions, European Council and Parliament. Overall policy focus was on the “Knowledge Triangle” (education, research, innovation) and exploring R&I&Educ activities and investments for competitiveness and social coherence.
Günter is frequently invited as member/chair of expert and advisory groups of different EU bodies, the OECD and other international organisations and networks in Asia and the Americas.
For “outstanding services concerning the advancement of research”, the Brazilian Government awarded him the order of merit “Comenda do Mérito Universitário“.
